A robust planned preventative maintenance checklist gives facilities managers a consistent way to protect building performance, meet compliance duties and reduce avoidable reactive callouts. For multi-site operators, the process must cover more than individual equipment: it should connect asset data, risk-based frequencies, statutory inspections, access arrangements and clear action close-out.

Start with a complete asset register

Every effective planned preventative maintenance programme begins with an accurate asset register. Record each item by site, location, asset type, manufacturer, model, serial number, condition, criticality and maintenance history. Include plant rooms, roof-level equipment, communal areas and assets serving tenants or multiple departments.

Sites such as retail units, schools, healthcare buildings, housing blocks and industrial premises often contain different equipment standards and access constraints. A central register helps facilities teams identify common failure points, plan works across locations and ensure that no remote plant room, landlord area or outbuilding is missed.

Set frequencies around risk

Maintenance intervals should reflect manufacturer guidance, statutory requirements, usage, environmental conditions and the consequence of failure. A pump serving a healthcare area, an air-conditioning system supporting a retail store and a heating system in a school may all need different inspection frequencies.

Review frequencies after breakdowns, refurbishment, changes in occupancy or repeated defects. A simple risk assessment should consider safety, business interruption, regulatory exposure, asset value and whether a backup system is available.

  • High-risk or business-critical assets: frequent inspection and documented functional testing.

  • Standard building services: scheduled servicing aligned with manufacturer recommendations.

  • Low-risk fabric items: periodic condition surveys with targeted repairs.

  • Statutory inspections: fixed dates, competent persons and auditable certificates.

Organise the checklist by asset and system

M&E plant, HVAC and pumps

Include air-handling units, extract fans, ventilation systems, chillers, split systems, boilers, pumps, pressurisation units and controls. Check operating performance, filters, belts, bearings, strainers, valves, insulation, vibration, leaks, alarms and control settings. Blocked filters, failed belts, poor water treatment and neglected condensate drains are frequent causes of reactive attendance.

Electrical safety and distribution

Plan inspections for main switchgear, distribution boards, emergency lighting, sockets, fixed equipment, generators and UPS systems where present. The checklist should cover visible damage, labelling, access, overheating signs, test results, protective devices and housekeeping around electrical equipment. Add periodic inspection and testing requirements, thermal imaging or other specialist checks where the risk profile supports them.

Heating and hot water

Record boiler servicing, flue condition, pumps, expansion vessels, safety devices, calorifiers, cylinders, thermostatic controls and temperature checks. In housing blocks, education and healthcare sites, include controls for hot water hygiene and keep evidence of required monitoring. Inconsistent temperatures, repeated lockouts and pressure loss should be treated as trend indicators rather than isolated faults.

Plumbing and drainage

Inspect tanks, valves, taps, sanitaryware, water heaters, pumps, gutters, downpipes, drains and below-ground access points. Look for slow drainage, recurring blockages, damp marks, pipe corrosion, failed seals and water leaks around plant. Drainage surveys and planned jetting may be appropriate where kitchens, washrooms or industrial processes create a higher blockage risk.

Building fabric and fire safety interfaces

Include doors, closers, locks, glazing, ceilings, walls, roofs, floors, loading areas and external cladding. Damaged fire doors, loose ceiling tiles and failed seals can create safety, security or compliance issues. Coordinate fabric inspections with fire risk assessment actions, compartmentation repairs, emergency lighting, fire alarm interfaces, sprinkler systems and fire-stopping records.

Cleaning and grounds interfaces

PPM should define where cleaning and grounds teams support asset performance. This can include keeping plant access clear, removing debris from roof outlets, reporting leaks, protecting external equipment, maintaining grilles and checking that waste or vegetation is not obstructing drainage, air intakes or fire access routes.

Plan access, records and handover

Access planning is essential for retail trading hours, school terms, healthcare operations, occupied housing blocks and industrial production. Group tasks by site and system, book permits and escorts in advance, and use out-of-hours visits for isolations or intrusive work that could disrupt customers, pupils, patients, residents or production.

Each completed visit should produce a clear service sheet, readings, photographs, certificate where applicable and a list of defects. Handover information must be uploaded against the correct asset, not left in an email inbox. Photographs are particularly useful for concealed plant, roof areas, fire-stopping and defects that may change before repair.

Close actions and track recurring faults

A PPM schedule is only effective when findings are controlled through to completion. Give every action an owner, priority, target date and status, then verify the repair with evidence before closing it. Separate immediate safety issues from planned remedial work, but do not allow lower-priority defects to disappear between service visits.

Review recurring callouts monthly or quarterly. Repeated pump failures, blocked drains, comfort complaints, boiler lockouts or electrical trips may indicate an underlying design, control, access or maintenance issue. Trend the fault by asset and site, then adjust the checklist, frequency or planned replacement strategy.
